What worktop do you have? it looks like a wood worktop that has been stained or varnished and some of it has splashed onto the sink.0

The builder pays but he may resist and try to polish out the stains. He needs to sort it as your contract is with him, he then has contracts with his suppliers. Its unlikely he will get his labour cost reimbursed but thats his issue with Howdens0

Rodneys comments about unless it's scratched are also strange. Your sink appears to be brushed S/S, quite coarse too, ie, it is all scratches.
OP, I really do think you have a poor grade stainless sink, as I said earlier they do oxidise dependent on grade. Howdens are the cheap end remember, you could have issues as long as you have the sink.I like the thanks button, but ,please, an I agree button.

You need to first try a cleaner such as a chrome cleaner or a specific stainless steel cleaner, small particles of metal from the machines can be left behind in the manufacturing process and these particles rusting are often the cause. Brillo pads are another cause.0

OP have you used brillo pads to clean it ? (be honest), because it's scratched on the edge & the drainer.
If not then it's the builders prob both labour & replacementI'm only here while I wait for Corrie to start.

It's not scratched Keith, it's a brushed top that is rusting/oxidising in the troughs. Crap s/s as said
