I think we must agree to disagree then. I do not consider ISF to be a tracked service as RM say it is not, it is not suitable for PayPal claims for that very reason but as with all RM services if you don't get a signature when you have paid for one then they will refund the postage cost.

I think we must? I could give you the definition of miss leading if you need it hence my report not to use this service when TKPeters suggested it was trackable.

You missed where it says it wasn't (fully)tracked….really?

It's not guaranteed to track. So therefore it cannot be guaranteed in case of a Paypal dispute.
Would you rather the sticky said it will definitely track when it doesn't.
