Any photos of NGP parking notice at Cardiff Costco

I live just outside Bath and I was shopping at Cardiff Costco on 28th December, with my parents who live in Cardiff. I was in Costco for 2 hours 15 minutes between 10.30-12.45pm. At the time, the signs clearly stated free parking for 3 hours. I have the receipts to prove it.

I have now received a NTK dated 9th January 2013, although the letter was received today. Upon further research, I have discovered that on Cardiff City match days, it is reduced to 90 minutes. I didn't know that there was even a match playing on that day and in any case, it was a 5pm kick-off and I was back on the M4 coming home.

Obviously, I intend to appeal against the decision but I was wondering if anybody out there have a photograph of the parking notice at Costco Cardiff or could possibly get me one. I would be eternally grateful. Please please.

    I would use the forum search tool in the green banner to find any similar threads , especially to that car park

    as you have receipts for the shop you should be complaining to the shop and landowner too, to get it cancelled due to patronage of the retailer on site

    As a member why not ring Costco Cardiff and ask them?

  • I have rang them but they were unhelpful. I guess I will have to drive to Cardiff to take a photo then.. I will make sure that it is not a match day before hand though.

    I wouldn't bother, just submit a soft appeal, get a POPLA code and get the ticket overturned like 100's of others have already done.

    Just read the stickies at the top of this board, 3 and 4 in particular.

    A. Write to NGP with appeal on the following lines:-

    1. no genuine pre-estimate losses to NGP/landowners. Spent a significant amount at Costco, will provide copies of receipts.
    2. No authorisation from landowners - no contract.
    3. Inadequate signage - how is someone from Bath supposed to know it is match day with no signage and deserted football stadium next door.
    4. Inconclusive photographs - shows vehicle in motion and vehicle was actually parked in Costco Tyre centre for 30-40 minutes having new tyres put on.
    5. Invalid NTK - arrived outside 14 days period - actually 16 days and NTK does not confirm to POFA 2012 anyway as it is exactly the same one as paulfoel posted.

    Write to store manager at Cardiff Costco and managing director at PMG Developments plc which owns Capital Retail Park Partnership who I believe own the land to complain and cc them my appeal to NGP.

    Request to cancel or issue POPLA code and request copy of contract.

    Warn them I will charge for my time if POPLA issued.

    Am I on the right track? Is there more I should add?

    I am feeling so much more confident after the initial shock of getting the PCN.
