Debit fraud investigation.

UK ATM's are certainly not all chip and pin.
There was a programme on the box not long ago about Romanians putting skimming devices on cashpoints in or near busy railway stations and places in London.0 -
Where were the ATM's which were used ? If they were local to your daughter, it's probably someone she knows who is using the card.
The bank can also identify whether the chip in the card has been read so can confirm whether it is the original card or not.
Whilst you might be curious where the fraudulent debits were made it is not your concern to make anything of it.
Barclays particularly marketed themselves heavily over the last decade via literature and personal contact in branches confirming that you would never be out of pocket from fraud so chase them up hard.
They should have issued a letter / form for you to complete to confirm that to your knowledge the card and PIN were secure and that you and the cardholder have no knowledge of the transaction.
If you haven't been sent it yet, go to a branch and demand that it is faxed there and then to the branch and faxed back after you have completed it with a representative whose task it will be to make sure it gets faxed back to the correct department immediately. Not internal post. Fax. Yes they can do that. The debits should then be reversed out of your account very quickly.
Obviously if they bother to investigate and discover evidence of some problem then they will contact you, but for now chase them down hard. These "myths" put about by fraud department wallahs make us sick. The bloody banks can barely be a$$ed to investigate any fraud and they love to suggest it is likely to be first person fraud or fraud by a known associate as a first "defence" of lethargy or lack of enthusiasm for rectifying your holed bank balance. They need a good talking to every time they arrive at such a premature conclusion and use it as an excuse for moving slowly.
I remain unconvinced that all ATMs are CHIP & PIN yet. I KNOW, because I was told in an official capacity, that 3 years ago they weren't and most were still rather amazingly using the magnetic stripe. They may have managed to convert them all by now, but it is not as foolproof as many bank apologists like to make out. In some parts of London for example ATMs get attacked with various technical devices constantly - some machines almost every night! Card fraud is a multi-million pound business. It is questionable whether the banks spend as much on anti-fraud systems as the criminals spend on overcoming them. Organised crime invests in counter security in a big way. Don't start your daughter off on questioning her friends (actually or just in her mind) unless the bank gives you a much much better reason than anyone in the thread has yet suggested.
Chase Barclays for that form to be turned around same day and immediate reimbursement.0 -

That doesn't mean the ATMs are not chip and pin only (If the card has a chip. They obviously still work for magnetic stripe only cards). All they simply do is clone the magnetic stripe when you insert or remove the card and then use the details at a non-chip terminal or ATM (Usually the USA for POS and ATMs or an old ATM in Europe or that hasn't been updated)0 -

It will be of the OP's daughters concern if Barclays refuse to refund because the card and PIN have been used. Which appears to be what they have already said.0 -

I get the impression from Victims posts that i'm a fair bit younger too so my experience is more up to date. I'm not one for "demanding" people do things for me, it rarely works0 -
