How do we know this, there is no suggestion that the OP alighted at a terminal.No the railway ain't the police but they have byelaws, namely byelaw 6 which makes offensive/unacceptable behaviour an offence. OP I would rewrite a letter of complaint back to the train company stating how they failed to uphold this byelaw once you reported it to rail staff, neglecting their duty of care towards passengers.
The member of staff could have reported it and the police met the train at the next station!!
Though it seems odd that there were no staff to be seen in 1st class on a long journey as TOCs usually provide an at seat refreshment service.
It's also curious that the OP equates drunken football fans with thieves and vandalsIn your very first post on MSE you said that you were living in Holland
Perhaps the OP was on a Dutch train0 -

perhaps the on train staff did see the drunken football fans and decided it was safer for them to lock themselves away in the guards van and that the passengers should fend for themselves.
Either way train companies have a duty of care to enforce railway byelaw 6 to safeguard their passengers from any abusive behavior and in this day and age, passengers who pay a lot of money to travelling by train, should not have to feel scared or intimidated, this should be the grounds of the OP's complaint.Fares Advisor & Oyster Specialist - Newdeal/ukRail Fares Workshop Accredited0 - 
            Not sure if this is worth a mention but its the British Transport Police that enforce the railyway bylaws -Not sure if you had your mobile but you could have contacted them on 0800 40 50 40 and let them know of the incident. Then again if that was the case you could have also contacted the train company itself.Back on the trains again!0

            If compensation/refund is in order can it be back dated, I have lost count the number of times I have had to listen to rowdy people on trains, buses and planes.

(i) a person acting in the course of his duties who:
