OK, how about one of these.
Superglue the phone port closed, whilst the ADSL port will work fine. It simply attaches to the front of the existing NTE (superglue the screws too if you are ultra paranoid about it being removed.).0 -

Phones don't have three wires anymore, so cutting the capacitor out will just stop the supplier from doing a line test but won't stop the phone from ringing.Never under estimate the power of stupid people in large numbers0

Simple just don't provide them with broadband. Let them sort it by ordering their own line and broadband services.
If you HAVE to provide a service you frankly being silly. Students often download music and videos illegally and they chase the bill payers for that. It be down to you to prove that is not you doing it. Even if they don't, they could abuse the Internet in many ways which could results in extra costs etc.
Sort your agreements out do what private landlords do, make it up to them to sort out phone and broadband services0
