UK Parking Control Parking fine of £90!

I was parked in Romford in November and received a letter from this company a few days before Christnmas.
Apparently I parked on private land without shopping there and they have pictures of my car with a ticket on it.

However when I returned to my car on the day there was nothing on it. The ticket in the picture was bright yellow with black writing so I couldn't have missed it.

I appealed and I got a letter back yesterday saying they are willing to reduce it to £54. Its ridiculous and I've heard its a scam, I'm adimant not to pay it.

Advice please!!

    Advice would be to read the sticky threads first, especially the 'newbies read this first' thread which has 'how to win at POPLA' in a link. It's near the top:

    Read that first and then ask any questions or show us your POPLA appeal (only AFTER reading the link).

    No I got a letter from UKPC There was no mention of POPLA on it.
    UKPC will often reject initial appeals saying the charge is still valid and will offer a reduced full and final settlement offer - they also hide the POPLA code on the bottom of their rejection letter so do check it - a 10 digit numerical code - starting with 866

    just goes to show what sc*mbags and scammers and shysters they are if they have hidden it in that letter
