UK Parking Control Parking fine of £90!

I was parked in Romford in November and received a letter from this company a few days before Christnmas.
Apparently I parked on private land without shopping there and they have pictures of my car with a ticket on it.
However when I returned to my car on the day there was nothing on it. The ticket in the picture was bright yellow with black writing so I couldn't have missed it.
I appealed and I got a letter back yesterday saying they are willing to reduce it to £54. Its ridiculous and I've heard its a scam, I'm adimant not to pay it.
Advice please!!

UKPC will often reject initial appeals saying the charge is still valid and will offer a reduced full and final settlement offer - they also hide the POPLA code on the bottom of their rejection letter so do check it - a 10 digit numerical code - starting with 866No I got a letter from UKPC There was no mention of POPLA on it.0 -
just goes to show what sc*mbags and scammers and shysters they are if they have hidden it in that letter0
