Perhaps Co-op are playing the long game. Perhaps they wish to get rid of this PPC and hope to justify cancelling their contract by showing that they are costing them (and me, as a shareholder), money.
From what the OP has written the Co-op don't own the car park nor employ the PPC. It seems bizarre that they should pay out so much money just on the say so of a disgruntled customer.
It appears that the OP paid the £149 then complained to the Co-op.0 -

It is actually terrible of the Co-op (owned by their members, and having paid NO dividend this year!) to capitulate like this; I do hope the OP doesn't end up out of pocket but what a sorry state of affairs all round.

No, I came on here to ask for advice on what to do and was told to contact co op so i did, even though they don't own the car park or employ NPE. The lady I spoke to gave me her name and a reference number so I have no reason to think it's dodgy and so I paid it. She said I could wait until after I received the cheque but I took a punt. Whether that was stupid or not remains to be seen. The co op asked me for my reference number re NPE and the debt collection agency and the date of the ticket. Co Op are now dealing with NPE in this manner as they are finding it hard to overturn these 'fines' - I didn't ask why.
Some people on here think I should have pocketed the money rather than pay NPE. Personally I think that would be dishonest to Co Op.
If they want to go through the hassle of writing letter after letter, even if there is no need, then that's their decision.
I'm grateful it seems to be sorted and if not, I'll pursue it with Co Op.0 -

The point is that NPE are not entitled to ANY money for your transgression as they have suffered NO LOSS! This is something that a company the size of CO OP should know! If they are stupid enough to pay out money like this then they ought to know better.
You should not have paid NPE as the money they demanded, they are not legally entitled to!
To ease your conscience you could have easily sent the cheque back to the CO OP.0 -

No they aren't though, they are sending you a cheque - which is daft of them and wasting their members' money (basically flushing it straight down the toilet). Pathetic from a big organisation that the Co-op don't find out more about this matter. Genuinely I hope you are not out of pocket by the end of the week when the girl realises it wasn't CEL, hope she doesn't backtrack. The worst thing is that no-one had to pay £149, that was a made up amount and as I said, even if you'd been taken to small claims and lost, you would not have had to pay that because the fake PCN was much less.
You also paid it after the fake 'deadline' so as has been said, you might well get chased for more now NPE see you as a mug who pays them money.
The Co-op use Civil Enforcement (CEL) in their car parks so they have no relationship with NPE. It would have been different if it had been CEL because we think the Co-op are about to dump them left, right and centre. But they have basically agreed to send you money because you said you had to pay a fake PCN. You never had to pay the fake PCN, you were meant to be complaining about it. Other people have reported getting an apology and a voucher/hamper when CEL are involved (even without paying them of course). No-one then sends the value of their apology to the PPC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I didn't say I had to pay it. I phoned and said I had been advised to contact them as they may be able to help get the PCN cancelled. She asked questions, I explained what had happened and she said that was what they are doing now.0
