When they have empty property, after a set time, usually a few months. In Scotland they pay a reduced rate for a short time then it goes to the full amount after a while if the property is still empty.

I think each council can make their own policy - round here there is no exemption if the property is habitable. And they are VERY quick to chase you up - Mr GG got a demand notice a week after he bought a house - the council got his name from the estate agents we assume. Shame they weren't so quick to respond to the letter he'd already written to them, giving them the tenants details (they moved in the day he completed!)
A positive attitude may not solve all your problems, but it will annoy enough people to make it worth the effort
    :) Mortgage Balance = £0 :)

That's correct - the council can (within limits) set the rates on unoccupied properties.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

Having banned HB tenants and Eastern Europeans with too many children, he now bans anyone called Wilson, to avoid confusion.
