Highly unlikely that any manufacturers sell them without Freeview nowadays, try a google search and see what it brings up0 -
Brand new TVs without a tuner are not widely available. Maybe have a trawl through the Richer Sounds clearance lines, and see if they have one (will be a couple of years old, though).
A very cheap option would be to buy (through ebay, etc.) a high-end second hand early flat screen or CRT. These are available for pennies to those willing to collect. Anything with only an analog tuner will suit the OP's purposes.
It's worth confirming that a TV with a Freeview tuner can be used without a TV licence, if TV broadcasts are never watched. Ideally de-tune it, and do not connect an aerial.

So you want HD and an aerial socket?

Assuming you already have an older non-digital TV and are looking to replace it, and have never had a TV licence, what did you do to avoid the problem that you're currently trying fervently to avoid now?
When the analogue signals were being broadcast, all you had to was plug in an ariel to recieve it, same principle today, you plug an ariel into a digital TV to recieve the broadcast, no ariel, no broadcast recieved, all above board.
If you've never owned a TV, and this will be your first, ignore above, but continue to read below.
You're creating a problem to try and solve a non-existant problem, don't know how many people will have to point out, that it's legal to own a TV without having a TV licence, and use it for anything and everything other than watching live broadcasts, and you're still within the confines of the law. If you don't want to go for that, it's ultimately your choice, someone I know, bought a 42" LG LED backlit LCD TV in the sales the other day for less than that 29" monitor that's been posted above, and given that you don't get a remote with a monitor, and have to buy speakers as a minumum, I don't see why you'd bother.0 -
You can get large display monitors, but cause these tend to be for corporate use the price is likely to be higher than a normal TV as they have extra features you probably won't use. Given you want one to save money it doesn't seem to be ideal.
Google "Samsung Large Format Display" for examples.0 -
Look at the websites for suppliers who normally supply to the broadcast industry, such as Sony Broadcast. These are more likely to have monitors than the domestic makers and suppliers.
