UKCPS Ticket, England. What to do?

Hoping someone can help me here... 
My partner parked in a carpark in Leeds where we overstayed by about 30 minutes, basically, we got lost on our way back
(we went to a gig - dont know Leeds very well and the car park we were meant to use was closed - bad luck all around!!)
He's had a letter today from this company with a £60 (or £100 if he doesn't pay up quick) fine.
I'd like some advice on what to do, its not like we didnt pay at all in the carpark, just late in going back. My partner is the registered keeper and he hasn't contacted anyone yet regarding this.

Ok, thanks, i have done

So... Im trying to find out who the landowner is, so have emailed town centre car parks, from google-ing.
Emailed them to ask the question, are you the landowners and got a clever-!!!! reply saying give me your phone number and ill call you regarding it - so i emailed back and said no, email is fine, thanks, he responded again saying "I DECIDE HOW WE COMMUNICATE INFORMATION" !!!!!
What the hell!!!!
So, im now guessing that the people sending my partner the letter, and the town centre car parks are the same people, and this man is just trying to get me on the phone, which i'm not prepared to do...

as its an NTK follow that advice in the sticky NEWBIES thread and soft appeal it to the PPC , with a put up or shut up appeal

If and when they refuse your appeal they should issue you with a POPLA code. Please check it as , according to this link, they are sending out "fake" codes:-
