    From the little I understand of the council house system with your health issues you may be eligible for a priority pace on the list esp if you have a letter from your medics but anyway they can't put you out on the street.
    Citizens advice is another good place to start but I think you ave to wait ages for an appointment

    Most large towns have an advice service that just concentrates on tenancy issues, the main aim is in relation to private rented property but they are great with Local Authority as well. I would have a google and ask around....
