Advice re Sim Only Pay Monthly for iPhone 4s

Looking for a bit of advice...
I want to treat a nephew (student so on limited income) to a sim only deal for an iphone 4s which we can give him.
I'm looking for recommendations for a contract that would give as many minutes, texts and data for about £15 pm.
Are there any pay monthly sim only deals where the allowances can be capped so I don't end up with a huge bill if he accidentally (or otherwise) exceeds the limits?
He is taken with having an iPhone so suggestions regarding other phones will fall on deaf ears - sorry.

I'm by no means an expert (got my first contract SIM a couple of weeks ago!), but I went with Tesco (having bought their Motorola Moto G 16gB phone)...

They'll cap the monthly charge, either at the stated fee or by allowing a small buffer over and above (£2.50 multiples).
I managed to get a staff deal with family perks, but the deals on the above link look OK to me?0 -
Other popular places to check are Giffgaff (O2 like Tesco) and Ovivo (Vodafone).
The latter give 200+300+500Mb essentially for free every month or you can pay for bigger bundles.
Both are PAYG that excludes accidental overspending.0 -

I suggest giffgaff. There is no exposure to any possibility of excess charges beyond the available credit.
I wouldn't give anyone a contract SIM.0 -

You mention sim only, which suggests he already has the handset?
Virgin Mobile unlimted will unlimited calls text and data for your £15 or on payg t mobile gives a half decent bundle on payg for £15.0 -
I got an Ovivo SIM for a spare phone - £15 (now £20) up front one-off payment and an adverts paid minutes/data allowance a month.0

You should probably check coverage where he is going to use it. If one network has a blackspot then avoid that one.
Do you use Quidco? Vodafone sim only; unlimited texts, unlimited minutes, 1GB of data for £21 per month or £252 for 12 month contract. £130 cashback from Quidco. Net cost £122 or £10.17 per month.0 -

There are only two networks in the UK that allow you to cap your accounts.
Three, the network built for the internet, who provide 2000 Mins, 5000 Texts and Unlimited data for £15pm.
And Tesco, the best all round network, who provide the same number of Mins/Texts but 3GB of data for the same price per month. Both networks provide other deals at lower price points with less minutes.
Another network to consider is Virgin is who offer Unl calls/texts/data (3.5GB fair use) on a 1 month deal for £15pm. The account cannot be capped but it is near impossible to go over any allowance, other than making out of allowance calls/texts.

Make sure you sign up to a network that provides signal in your area.
Also may be worth looking at pay as you go deals as they cannot charge any more than the amount you've topped up. However if the guy is a high user then it may not be right for him.
