I think the OP must be on an older fix - they don't offer any tariffs today with a standing charge of £40.

You need to look for the smarter energy December 2014 tariff

Are you sure it's December it ends? On the comparison sites there is only an August 2014 fix with such a standing charge. (The November one carries a standard standing charge.)
