UKPC 5mins overstay

My wife parked at TK Maxx, there is a 2 hour maximum stay on this car park.

We have just received a Parking Charge from UKPC for overstaying

I've rung TK Maxx but they aren't the land owner and it's difficult to find out who is. What should I do now, appeal to UKPC? I'm the registered keeper but my wife was driving, I've checked through some of the legal stuff but can't find anything wrong with the notice.

Would appreciate some advise!

    The thing to do now is wait for the notice to keeper which must be with you between days 29-56 of parking. Unless you are not the registered keeper, can you confirm that . And whether this is in England or Wales ?

    Just to confirm, I received a parking charge through the post with camera pics showing arrival and exit times.

    Ah okay my mistake, so you've had the notice to keeper within 14 days yes? So make complaints to the retailer store manager, and send something like this to get a popla code to appeal to them if rejected





    Dear TIcketers

    I am as the registered keeper of ( reg) and in receipt of your notice to keeper xxxxx dated xxxxxx, all liability to your company is denied, so as the RK I wish to invoke your appeals process on the following:

    1) No grace period has been given to enter and leave the car park
    2) This charge is not a genuine pre-estimate of loss
    3) You do not have the authority or permission to give these invoices to motorists
    4) Your signage is inadequate, and does not comply with the BPA Code of Practice

    You are therefore invited to cancel this charge now, or supply a popla verification code to appeal to them on rejection, where you will be asked for a detailed breakdown of the above. As you know all appeals on the points above are upheld.

    Please confirm cancellation within 35 days of the above date

    all you need is an appeal similar to this in order to either get it cancelled or get a POPLA code
    Dear parking


    In reference to the invoice xxxxxx, and your letters of (date). As the registered keeper of the vehicle, I've decided to deal with this myself for now

    So I wish to ask you to forward the popla verification code so an appeal can be made there. The intention is to appeal on the following grounds

    1) The charge is not a genuine pre-estimate of loss
    2) Your signage is inadequate and does not comply with the bpa Code of Practice
    3) You do not have authority or contract to issue these invoices

    As you know popla upholds all appeals on the above, so you are invited to cancel this invoice now

    As its only a few minutes overstay they do not appear to have conformed to the BPA CoP either, which has to allow you reasonable time for parking up and exiting

    they will probably dismiss your appeal so then you get a popla code and come back here for advice on a good robust popla appeal, which you should win and cost them money too

    always try to appeal to the landowner, despite struggling to find them

    and read the sticky thread NEWBIES as everything you need to know is in there

    I haven't seen a retail park yet that doesn't come up with a useful result when you Google it. You don't even want the landowner - you want the Managing Agents or Centre manager.

    You need to be getting on with a soft appeal to the PPC.

    So you've already received the notice to keeper - when was the parking incident?

    The notice to keeper must arrive 14 days starting after parking date to be compliant.

    UKPC often send non-compliant NtK - details of what should be included can be found either on BPA COP or by POFA legislation
    both links found in Coupon's Newbie thread - please read as gives all information and links needed to challenge.

    Could you please also confirm UKPC's address details on your NtK as they have been naughty before in using old registered office addresses.

    This charge can easily be challenged at POPLA after appealing to UKPC first and getting a code to use.

    Please confirm first that the NtK arrived in the correct time first.

    That address is just a mail drop office - are they asking for appeals to be sent there? - I wouldn't trust that address - surprisingly how post goes missing: They should also include the registered office address - so please check and confirm.

    I sent the appeal via https://www.ukpcappeals.com, this is a option the other is to send it to the PO box address.

    I have received a email confirmation of appeal.
