Except car users pay more towards the overall kitty than bicycle users due to the additional tax added to vehicle ownership.
Lets not forget the charge for pedestrians when they use roads crossings. I'm sure a smartcard/smart phone app system could be implemented. And building on this I feel dog walkers should pay a fair amout extra too.

I can see the likelihood of the VED becoming like the insurance and be down exclusively to the individual owner to pay it, meaning that most cars would be sold with no 'tax' continuing for the next owner.
That would certainly be the case if many/most folks changed to a monthly Direct debit.
Tax is personal. Nobody pays my tax not I pay theirs. Really boils my !!!! when people expect 6 months plus VED on second hand cars. Skinflints...0 -

How will you know, if the vehicle you are buying is taxed?
Same way as you currently know the disc hasn't been "lost" and refunded. You check it online.0 -

Perhaps a round disc in the bottom left-hand corner of the screen so the driver can check that the owner has insured the car.
That would only show the vehicle is insured for someone.
Legally, if you drive a car, it is down to you, to satisfy yourself, that you are insured to drive it.
The only exception is where you are driving a vehicle in connection with your employment, and didn't know (nor had any reason to suspect) the vehicle wasn't insured.0 -
