    Get the Hotel to evidence your previous stay and demand that the stupid fake PCN is cancelled, by phone or email to PE in the morning, with you breathing down their neck till they have done so!

    If you regularly stay there then ask the hotel to add your registration to the white list.

  • Well there are plenty of people less up for a fight that would willingly name you as the driver on their PCN's. Maybe you could volunteer your services by way of thanks for the advice received.
