iPhone 4s not connecting to WiFi after software update

O.K., so I took the 'phone along to the Apple store in Meadowhall. They tested it and informed me that:
iOS7 has a function whereby if it detects that there is a pre-existing problem with the 'phone then the software will prevent that aspect of the 'phone from working. This is to prevent the customer from being "inconvenienced".
Although my phone may have "appeared to be functioning perfectly OK" before the update to iOS7, the upgrade found that it was not working OK and stopped the WiFi from connecting. This because some owners have received "high bills which they were not expecting
because their 'phone had connected to the internet without them realising".
The WiFi chip is not available as a stand-alone part and I would, therefore, need to replace the complete board of which it is a part. This would cost me £159.
I chose not to have the work carried out. Instead I resolved to never again buy an Apple product which, despite paying handsomely for, is never actually mine as Apple retain control over it.
