If they claim a windscreen ticket (Notice to Driver - NtD) was issued then there's probably no point trying the "name the driver" route - the clock won't be reset since (as far as they are concerned) the driver has already had his/her opportunity.
Probably best to get back DRP (in writing) to deny the debt and tell them to return this to their creditor.
AT THE SAME TIME write to UKPC and say that their letter of 07/11 is the first notification you have had, therefore this is the formal Notice to Keeper (NtK). As such you are appealing this charge (as keeper) and expect to either get the charge cancelled or a POPLA code if they reject your appeal. (See the thread referenced in mine and Redx's signatures for more advice. You'd need to compose a soft appeal. And yes - you're just still in-time for an appeal - you have 28 days to appeal from receipt of the NtK, but you'll need to get your skates on).
Hopefully one of the better-informed forum guys will pick this up and confirm/deny/advise otherwise on your best course of action.

having read some other similar threads I agree with what bod said, get the appeal in to the PPC as first time the KEEPER has been notified about this and appeal it ASAP if not sooner , deny the charge and ask for a POPLA code - this is urgent due to timescales
also deny the liability/charge with the DR company, telling them to refer back to creditor as you are taking it up with them0 -

apparently the PPC have refused the OP a popla code

Write back to the PPC and state they have a requirement to issue a POPLA code to you if they are not accepting your appeal.
You also write to complain (and tell the PPC you are doing this in your letter above) to the BPA and the DVLA (contact details in 'NEWBIES' thread).Please note, we are not a legal advice forum. Just an update for you, I wrote to Steve Clarke as per the Newbie sticky - I understand that's not the normal thing to do but given my time restraints, if anyone was going to get my "clock reset" to allow me time to appeal it would be Steve and his team
AOS are investing this for me as we speak, so will update you as to the outcome
