Don't speak too soon. Not saying you won't get the desired POPLA code in the end - but be under no illusion that Steve and his posse might be actively investigating it 'for you'. He's investigating it for his AOS member firm; the first agenda being to protect them from your complaint, IMHO.
The BPA Ltd is a Trade Body (an old boys club made up of Councils ands PPCs) and their remit is to look after the interests of...their membership (not motorists).
And in your case this is nothing about getting the clock reset is it, as such? This is purely a case where the PPC hasn't sent a POPLA code and they are wrong unless they can show they did actually send a PCN or NTK at the time, which you didn't get/appeal in time. If that is the case then you will be just like all the other Debt Recovery Plus/Zenith ignorers, like the advice in this (one of thousands of threads about DRP and Zenith letters):
