I hope I’m posting in the correct forum.
I received a fine in August 2018 as I parked my car in an area in North London without having paid my regular fee for parking the car. My car has an Italian registration plate. I ignored the fine and recently, more than 3 months later I received a PCN by Euro Parking Collection PLC, on behalf of the Borough that originally issued my PCN, with the full payment (110£) + a small fee for the fact (I believe) that they had to search my address in the system (about 10£). I went to the official web page of the Borough in question in order to bypass the Euro Parking Collection PLC, but after inserting the PCN ID the page said "The PCN has been cancelled and you need to take no further action."
The new PLC states that if I don't pay by a specific time, the penalty will increase.
My questions are:
1) Are these fines, issued from third parties, enforceable?
2) Given the fact that I am currently living and driving my car in the UK, do you think it safer to pay? I'm thinking about the scenario in which the Police may stop me for a regular check and find out about the unpaid fines?
3) Is the Council or the private company likely to take legal action for 110£?

I've done some further reading an it seem a 'Letter of Claim' relates to Credit Agreements...so should their letter have been titled 'Letter Before Claim'? And is that grounds to refute their 'claim' at the first hurdle?
