2) Given the fact that I am currently living and driving my car in the UK, do you think it safer to pay? I'm thinking about the scenario in which the Police may stop me for a regular check and find out about the unpaid fines?
3) Is the Council or the private company likely to take legal action for 110£?

I've done some further reading an it seem a 'Letter of Claim' relates to Credit Agreements...so should their letter have been titled 'Letter Before Claim'? And is that grounds to refute their 'claim' at the first hurdle?0
