I would contact the company they were ordered through because you believe they are not representative of what was ordered. They could have been sent by a third party supplier afterall. I'd explain the situation, send a photo if agreed and see what they say. Include your desire to avoid upsetting your friend given their financial circumstances if it's appropriate during the call.

were the flowers delivered by a florist thats linked to interflora...and you will be able to tell as there should be some branding on what you received if they are.
If so you can phone the florist and ask them to confirm what was ordered because they should be supplying as described on the interflora website.
I once had a bouquet delivered that was interflora and it bore no resemblance to what was ordered,a phonecall to the helpline quickly ensured that a replacement arrived within the hour which was much more a described.
If the flowers have not been ordered via interflora but direct with a florist if you dont think they are up to much then theres no harm in phoning to say that you received the flowers but have been dissapointed with the quality.
The same goes for a company where the flowers have been ordered and sent through the post.
Its a difficult situation but in honesty if a florist doesnt know of your dissatifaction then it wont do anything to put it right...but at least if they know then they may want to rectify the flower offering!!
Either way... I guess what you have to focus on is that someone thought enough of you to send some flowers.

No they were not from a florist - they are from a well known flower internet site delivered by a courier.
Yes I know and I am really grateful, it just riles that I know it has cost them their hard earned cash -terrible value for money- I suppose that is the MSE in me!!0 -
You order a £50 bunch of flowers with one florist, who passes on the order to another florist for delivery.
You would not know if the order was passed on as a £25 bunch and/or the delivery florist down graded the order himself.
There are not many recipients that would ask the sender what flowers they ordered.
One of the reasons I will not send flowers.
I am also really put off from sending flowers now.
I posted last year about some roses that my daughter's boyfriend sent her- cost him over £50 and they were awful. She would not say anything to him and when I complained to Interflora they said that the sender or the recipient had to make the complaint.
I have also ordered flowers with white wine by Interflora and they sent red instead of white. My message was have a drink on us for your birthday and she only drinks white wine. They expected her to take it back to the florist to exchange it!!
I am sure this business only continues to operate because the recipient ,like me ,does not want to offend the sender.0
