    I received an email from Paypal which includes a button to "Agree and sign up.". As far as I can see payment to the seller is not stopped at the instruction of the buyer within 14 days. If there is a dispute the buyer still has to go through the buyer protection by filing a dispute within 45 days. Personally, I don't see the point in it: It's just buy now pay 14 days later and there is no added protection for the buyer.

    Also relevant perhaps to those who are both sellers and buyers is that the payment under PAD comes from the linked bank account even if there are funds in the Paypal account or there is a credit card on the account.

    I suppose there's a small measure of protection in that PayPal haven't actually taken the money off the buyer in that 14 days, so in the event of a dispute it causes less hardship for the customer - they don't need to wait for the money back because they haven't paid it yet.

    Smart people however see it as 14 days interest free credit for purchases ;)

    But the point is that the customer will pay it whether they have received the goods or not and whether the goods are good or not.

    From the terms:
    If buyer files a dispute within 14 days of making the purchase with PAD, PayPal will debit the primary bank account after the resolution process is complete and only if buyer loses.

    And from the help page on PAD:
    If you report the problem within 14 days of making your purchase, we’ll put your payment on hold and you won’t pay until the dispute is resolved.

    So if a dispute is in process they won't charge you until the dispute process is complete. There would be no point to the service otherwise.

    Or you could use a credit card and get upto 55 days interest free credit and cash back :)

    I cannot find your quote in the PAD terms and conditions. If that is contained in other terms and conditions then those terms and conditions are contradictory. According to the PAD T & C a claim has to be filed through the dispute resolution process and there is nothing stated about not paying until the resolution process is over.

    Not all of us want or need 55 days interest free credit (provided it's paid back in full) and are happy with 14 days that PayPal are offering before a bank account is debited. For me that is perfect as it suits me better than using a CC.

    As for cash back on CC, I am and never will be a fan as it is just too tempting to buy things you may not need. I am more interested in the cash back which is relatively new to debit cards.

    I appreciate that we all have our own preferences and each to their own.:)

    PayPal Buyer Protection rights described in Section 13 of the User Agreement will apply to a purchase using a PAD payment option. If You have a problem with a purchase you must follow the procedures described in Section 13 of the PayPal User Agreement and file a dispute within 45 days from the date You made the purchase. If You file a dispute with PayPal within 14 days of making the purchase with PAD, PayPal will only debit the primary bank account once the resolution process has been completed and if we find in the seller's favour. You authorise PayPal to debit your primary bank account for the full payment amount if we find in the seller's favour.
