At POPLA stage you adapt a letter from the 'How to win at POPLA' link in post #3 of the Newbies FAQs thread. Most are quite long but have the winning points.
I can't see the images of the sign - have you taken them down? It is important to know whether the signs say the word 'breach' or 'failure to comply' about the circumstances where a PCN arises? But then again I can see this is UKPC and they've sent you a wholly non-compliant letter AND I do not believe they ever sent a Notice to Keeper. But do that AFTER appealing, as this appeal is urgent and must be done online today.
The earliest they could have sent a NTK after a windscreen ticket would have been Friday 20th December which would have been deemed to have been received by you on Christmas Eve (but could easily have been later) and I think you would remember that among your Xmas post! Also that would have relied upon them working that Friday and being able to get your data that day...and send the NTK that day or on the Monday if they were still open. And if they reckon they sent that over Christmas why would they then send a reminder dated 7th January?
Send the above appeal NOW, today, using the ukpcappeals.com website mentioned on the back of that Notice. NOW, if you haven't done so already - do NOT post it as you are close to their alleged 28 days from service of their alleged NTK!
I tell you what else I would do as I don't believe they got the data until after Xmas? I would email the DVLA and ask 'What exact date did UKPC get my data as registered keeper of my car?' And tell the DVLA 'NOT to treat this as a request for data, not to try to charge' you, as in fact you are asking for info about what date UKPC got it! The DVLA will reply to you quite quickly as we do this quite often.
Who wants to bet they MIGHT HAVE ALLEGEDLY, got the data for a load of cases in January after Xmas and realised they'd missed the NTK deadline, so sent a reminder instead?! Should be a nice complaint to the BPA in store if the DVLA say this data was obtained in the first week in January, especially if UKPC then reply saying you are too late to appeal because their imaginary NTK was sent BEFORE they got your data!

They just dont want to show it, make a point of them having no contract when you sort out your popla appeal, but dont let that worry you.
