Also, how do people tend to send them? Should it be recorded or it it worth posting and emailing?

use the soft appeal I posted , adapted if necessary and do not post recorded, they tend to reject anything signed for, so just get free proof of postage at the PO, or do it online and get an auto response , or both
its important to use the right tools when dealing with financial stuff etc, so use your phone for non-essential stuff and a pc or laptop when its about money0 -
I have just replied to the Peel Centre managers previous email in which she said I would have to contact Excel with any complaints. Here is the email thread so far. Does this sound reasonable?
Dear Nicola,
I have now received the PCN in my name rather than the company and I will be appealing it as per the other hundreds of disgruntled Peel Centre customers. I am appealing to you once more as a long standing and regular customer of the Peel Centre to authorise the cancellation of this PCN with Excel. I feel the Peel Centre is fast becoming notorious due to Excel's over zealous and frankly profiteering approach to PCNs and I will strongly consider using alternative retail parks and shopping centres in future.

I have sent your email to Excel Parking they have changed the details from your employer to yourself.
I am afraid if a pay and display ticket was not purchased then as per the terms and conditions of the Peel Centre a PCN is issued. A pay & display ticket must be purchased within 15 minutes of entering the car park.

I was wondering whether you could help. My company (as the registered vehicle owner) was issued with a parking fine by Excel Parking from May 2013 after I, as the driver, failed to display a ticket whilst parking outside Toys R Us at the Peel Centre, Stockport.
These letters were passed to me when a debt collection agency, Roxburghe, contacted my employer demanding payment of £160.00 or court action would be taken. My employer has since written to both Roxburghe and Excel naming me as the driver, however they are insistent on pursuing them for the money. Understandably, my employer is not prepared to fight this and has said they will pay it and chase me for the money.
This is causing a great deal of stress for me. I have been a long standing customer of the Peel Centre shops, but this incident has meant that I will be considering not shopping there in future and will instead use the Trafford Centre.
Is there anything you can do to help in this scenario. The fact that my employer is receiving this correspondence is incredibly stressful and I feel that I am being unduly harassed by both Excel and Roxburghe.

A quick question as I have just sent of the appeal to Excel. I have included the 3 points as stated earlier:-
1) this charge is not a genuine pre-estimate of loss
2) your signage does not comply with the BPA Code of Practice
3) you do not have the authority or permission to issue invoices at this location
I can understand point 1, but are points 2 & 3 just a stab in the dark or is this typically the case for the likes of Excel? Are they not specific to each car park?
