    Wow thank you for all the great response !!
    I will take time to read it all ....
    The car has German plates not hired ...
    Seems ridicules system of making money ..if they want people to pay for longer stays they should set up a booth ...we have one here a service station on the motorway they take 10 € over night or day ,but this can be exchanged for refreshments or food in the shop or restaurant ...good safe place to leave you car if you need a longer stop ...

    Isn't it interesting that some PPCs claim that if a UK RK says that the driver was from overseas and gives the PPC the overseas name and address, the PPC then says "Sorry - that is not a serviceable address. RK has the liability" yet, when the RK is overseas, suddenly the address becomes serviceable!

    If you stay longer than 2 hours you can pay £10 to park for up to 24 hours. I don't recall what it's like at the Welcome Break Leicester Forest East but other Motorway Service Areas that I have seen the signs indicating the charges for parking over 2 hours are not very prominent. http://www.welcomebreak.co.uk/about-us/parking

    Here's a couple of items from the FAQ on the website

    Q: WHY DO YOU CHARGE TO PARK AT YOUR SERVICES?
    A: Drivers of all vehicles are entitled to park for up to two hours, free of charge. We believe that this gives sufficient opportunity for rest and refreshment.

    Q: HOW RIGIDLY DO YOU ENFORCE THE PARKING RESTRICTIONS? WHAT IF SOMEONE EXCEEDS THE TWO HOUR LIMIT BY A FEW MINUTES?
    A: We do enforce this restriction as we want to ensure sufficient parking space for all of our customers. If someone thinks they have been given a parking ticket unfairly, we will do all we can to help and look at their case individually.
  • Yes, but not paying 10 Pounds can never justify that you have to pay 125,56 € after recieving the first letter. And it cannot justify that you have to pay 30% more i.e. 163,23€ after receiving the second letter from EPC.

    EPC does not inform you, what the original amount in pounds was. Already this is a violation of POFA 2012 (Schedule 4, par 9 (2) c)). They just transfer 100 pounds in Euro using some fake exchange rate and therebye make their own rules: in this summer you could get 100 pounds for less then 120 Euro.
    Last November the official rate was about 125 € for 100 pounds, but they tried to charge me more then 131 €.

    Hope the original poster realises from all these responses that he can either:

    - safely ignore this rubbish

    - or he could choose to have a bit of fun and appeal (without saying who was driving!) that Parking Eye made no loss from this event and the Notice was in bad German, so this has prejudiced his right to be able to read the twaddle they have trotted out! And ask for a POPLA code - see what they say! You can do it online on the Parking Eye appeals site.

    - he should also complain by email to the BPA (without saying who was driving!) to show that ParkingEye are sending out letters mentioning POFA 2012 to people resident in Germany. Wholly misleading and sharp practice, surely a breach of the Code of Practice when clearly there is NO registered keeper liability at all (and no-one is going to tell PE who the driver was of course!).

    ...but take note that the BPA are not regulators, they represent PPCs. So you must not give them info about the driver. Do not say 'I parked', etc.

    If you are unsure, then just laugh at this and do nothing.

    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    You could also name your partner as the driver as long as they also live in Germany. If they happen to be Bulgarian, so much the better.
