So my car is registered in Germany, and I assume that the car of Mr RK is registered in Germany too (by the argument @of zzzLazyDaisy).
To get the data of the registered keeper EPC (on behalf of PE) has to pay 4,10 Euro to the Kraftfahrtbundesamt (KBA) in Flensburg, the German analogous of the DVLA. No private company has online access to these data, but it is not difficult to get these data from the KBA.
What has to be said: EPC started to claim an amount in Euro. They did not give me any information about the original amount in Pound Sterling. So if contract law applies, then this of course totally absurd.
No civil court will force you to pay in Euro, if the original contract was in Pound.

If the debitor lives in Germany and is a consumer then a civil claim has to go to German courts, even if it is an alleged debt in the UK. So a German court would have to apply UK laws (English contract law). But the laws of court proceedings will still be the German laws, so it is not impossible that a German debt collector starts court action.I am wondering how a debt collector based in Germany could take action in a German court based on an alleged debt in the UK?

The advice on there suggested ignoring it or having a laugh and asking to dispute it with POPLA! Seeing as the (badly-worded) German Notice talks about the Protection of Freedoms Act!

When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I really think these motorists should be making a formal complaint to BPA since there is NO keeper liability in Germany as POFA doesn't apply.
I am presuming that Steve Clark, Dave Metcalfe et al can read German...I'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.0 -
Judging by what was posted on Pepipoo and elsewhere in both German and Swedish they used Google Translate.
Certainly no native speaker proof read it anyway.
