Perfect. In fact not such a soft appeal at all - and some PPCs have been known to fold in the face of such a knowledgeable appeal, as it's obvious you'll win at POPLA.
But VCS are a law unto themselves and you might even get one of their template responses pretending you have to name the driver. Of course, you don't! But you'd need to poke them again with a sharp stick and remind them about POPLA!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Peel Holdings are a minority shareholder in JLA Vantage Airport Group own the bulk of shares, however Peel Holdings own the road and all the land around the airport, which was the old airfield and the old Dunlop factory and is now a business park.
VCS have the same restrictions on the roads around the industrial estate. However the camera van catches so many on the Airport approach road it seldom ventures into the business park.0 -
I received the following automated email response after I sent a copy of my soft appeal to the lovely VCS Ltd. These people aren't very nice are they? I assume the best policy here is to completely ignore the communication and await a none-automated response?

This is an automated response notification regarding your appeal/challenge to a Parking Notice.
Please be advised that we acknowledge receipt of your email, and will be responding directly to you in due course. However, prior to doing so we require the following information in advance to enable us to process your appeal/challenge. If you have not already done so, please forward the following information as a matter of urgency, as we are unable to process your appeal/challenge without it:
1) The PARKING NOTICE SERIAL NUMBER This can be found in the top right hand corner of the Notice and will be prefixed, SERIAL No. VC/____________.
2) A FULL POSTAL ADDRESS that we can correspond with, as all decisions are conveyed in a letter to the motorist.
3) The FULL NAME of the motorist.
If you are unable to locate the PARKING NOTICE SERIAL NUMBER we will require the full vehicle registration number of the vehicle to which the NOTICE was served.
Please be advised that Vehicle Control Services Ltd cannot accept any responsibility for any increase in the NOTICE CHARGE should YOU fail to provide us with the requested information within 7 (SEVEN) days from the date of this email.
Upon receipt of the required information we will place the NOTICE on hold while the circumstances surrounding the issue of the NOTICE are investigated and the Management team review the contents of your email. Once a decision has been reached, a letter will be issued to the motorist at the identified postal address conveying the outcome of the appeal/challenge. I received a letter this week rejecting my appeal to CVS. I've uploaded scans of the letter and 2 videos of the entry and exit roads to Liverpool Airport on Photobucket.com at -

I have a number of comments about their responses to my appeal. Firstly there are not 'numerous warning signs in place along the private access roads' as they state. There are only 2 on the main approach road. The video of the drive up the main road to the airport that shows this clearly. The signs are impossible to read from a car driving at 30 or 40 miles per hour. There are numerous other signs along the road and nothing in particular to draw your attention to their signs. They are also not in the style of a standard road sign so there is nothing to draw your attention to them. They could be an advert to one of the local hotels, for example. The incident also took place at night which makes the signs doubly impossible to read. They are not lit up in any way.
The comment 'the driver stopped on the junction where they could have caused an obstruction' is disingenuous as well as grammatically incorrect. The driver pulled off the roundabout onto an exit from the long stay car park. This exit has two barriers and the car is in front of only one of them. The car still had its engine running and would have been moved in an instant if anybody had approached but, of course they didn't. It was past midnight and no car either entered or left the long stay car park.
The whole system at Liverpool John Lennon Airport is planned to entrap the motorist. Particularly those waiting for planes that are late. You are only allowed to wait in the car park for five minutes and there are suitably vague signs saying no circulating allowed. Passengers can't warn you of what's going on because their mobile phones are, of course, turned off.
So what do I do now? I need some guidance. What evidence do I now gather? It seems ridiculous to have to formulate an appeal against a parking charge when the car was at no point parked anywhere.0 -

firstly, check you got a POPLA code
now check the successful POPLA sticky thread starting on the last page and working backwards to see the appeals that were successful, more importantly , the WHY they were successful , like not a GPEOL etc , or no authority to levy charges
use the forum search tool top right above the sticky threads to search for VCS or JLA threads where you can find the advice and help from others who had the same troubles , then formulate a legal (not mitigation) appeal to POPLA
you wont get anywhere trying to argue the case against the whole scenario , even though we agree its all wrong
you could even do what some on pepipoo have done and get the POPLA appeal in and the threaten to sue the PPC if you are successful at POPLA, one person recently got £250 in compo from what I remember
it all depends on how far you wish to take this, but the most important part is a properly worded legal appeal to POPLA , one that gets upheld
not one arguing the whole legality of the situation itself, or its morality , not unless you wish to take the whole case on right up to the HIGH COURT anyway (which they wont let happen as it will rain on their parade) which is what some on pepipoo may well do if they could do so0 -

Thanks Coupon Mad. Thank you for reminding me about the 'Newbies' thread. I read some of it when I first came here but had forgotten about it. I've been reading it again today including your VCS POPLA appeal suggestion. It is such a lot of information to read through and understand when you're new to this stuff like me.
I spent a few hours today writing a letter of complaint which I'm going to send to Speke Airport Customer Services. I know this is probably useless but I wanted to fire at somebody some of the emotive stuff that POPLA won't consider, which I nevertheless feel. CVS's rejection of my appeal may have been expected but it contains glib inaccuracies that made my blood boil.
I'm now working through the successful POPLA appeals thread and putting together my appeal. When it feels ready, I'll post a work in progress here before I send it off. Some of the CVS POPLA appeal in the thread doesn't appear to apply to my circumstances so I'm looking for stuff elsewhere that does.
Can I take this opportunity to thank you, Redx and this forum for all the help. I really am grateful. I don't think I would have got this far otherwise. I would have either given up and paid up or still be ignoring CVS as was first advised to me by a friend. The whole business is, probably purposefully, anxiety provoking and time consuming but I don't want to give up.0
