FOI Request on DVLA for EDI requests 10/2012 to 09/2013

So after this FOI request we can see that the parking companies have made more than 2.1m requests for Registered Keeper details from the DVLA, so grossing them more than £5m for doing nothing!

Unsurprisingly Parking Eye top the list with over 725k requests, Compex and Ranger who sell their services onto other AOS members who are not listed, come in at 2 & 3 respectively.

What can we garner from it? Well that keeper details have been given an extra 200k times, so up by about 10% on this thread. So the conclusion is that either drivers have got 10% worse, or that parking enforcement cannot be working if its increasing at such alarming rate.

Now I wonder which is true?

    I wonder what DVLA/BPA controls are in place to ensure that the requests by Compex and Ranger are exclusively on behalf of AOS members?

    Are there some DPA issues with them as third parties acquiring data, then passing that data on to the PPC?
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    As your title says thats EDI requests theres also the paper requests to add to the DVLA coffers!

    I would assume Compex and Ranger are obtaining through the EDI saving paper applications for AOS members!

    There are also the ones where people appeal immediately and these companies don't use the dvla, I would say that could take the figure up by another 10% or so. This figure is only going up.

    On the paper applications, it was asked but the dvla wouldn't give a breakdown on that, if you look at the foi they give a figure and explanation as to why they didn't give a breakdown.

    Also this is only about PPCs and AOS members, so doesn't include councils etc

    As I see it, parking Enforcement has increased, parking Management has decreased.
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

    Surprised VCS is so low. Also who is using Roxburghe to get the data for them? There could be a connection but don't think so.

    Possibly Roxburghe may be accessing DVLA for other than parking reasons.

    In which case, why are the DVLA entertaining their requests: is it just for the money? (In which case, perhaps they can cut their senior management's salaries by 20%.)

    Isn't a keeper request only allowed for specific purposes in law?

    Don't forget that Roxburghe operate Roxburghe Parking Services (Steve Dargonne's domain) that provides a DVLA bureau service for smaller PPC's but also offers a full back-office service from initial processing through to debt collection and court, if required.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    Surely Complex and Ranger should not be allowed to access the data on behalf of others, as then there is little or no checks to see who they are then selling the info on it.

    I also notice that (Not-So)Smart Parking are missing from the list.

    The whole system stinks.

    There is that , but they are allowed to do it. Was thinking about asking the dvla about what they have in place to ensure compliance with dpa on this. This whole scenario does stink as there are a number of parking companies missing from the list
