I am on pepipoo as well - as SchoolRunMum. I would say the evidence shows your car NOT in contravention - if the Council want to cover the 'dead end' verge they need DYL along that straight bit too. Makes you wonder why the lines stop there, so presumably the Traffic Order for that road shows the lines stopping there. You need a copy of the Traffic Order which is a public document either on the website, or by email, or at the Council offices for you to get a copy.
Also bear in mind there is NO MONETARY RISK to appealing a parking ticket if you simply think of the discount as a bribe, and you appeal at all stages and keep to deadlines. If you can ignore the bribe, the real penalty is always the FULL amount and that's what you are appealing against. And most people win at adjudication. On pepipoo we have seen cases like yours and they generally win at adjudication - if the Council don't drop out just before the decision which is extremely common.
What you won't get is the Council dropping out while they can still dangle the carrot of the bribe. Have that in your head as a 'no deal' and you are halfway to winning in the end. Over 90% of posters on pepipoo get off Council PCNs, in the end.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
