    as others say it was a fine, would this couple rather have a £57 fine and still have their dog, or find out their dog had attacked someone while lose and they end up in court and get a much larger fine and the dog destroyed.

    this makes no difference, you can have a secure garden and someone opens the gate and your dog gets out, you would still be fined if the dog is caught as its on the lose

    I'm thinking that the warden would have preferred not to have been at work waiting for your dog to turn up in order to respond to your dog's wanderings and to ensure that you got the dog back safe from harm.

    And this scanner; presumably it is a piece of equipment that needed purchasing?

    And did your dog take the collar off on their own? Norty dog.

    Your fine was to pay towards the warden's time, and expense of the scanner, the premises that the scanner presumably is housed in, the cost of the pen and paper that they used to write your address on etc etc etc.

    Next time, make sure your dog has a collar on. Make everyone's life easier.

    Because if she's for example new into the house and hasn't got it properly secure this may not be the first time, so it's her own fault. I've had neighbours who's dogs were always getting out.

    I agree but as they didn't answer and certainly hasn't expressly stated this...
    If someone let the dog out they'd have said someone let my dog out?

    If someone let the dog out, if they let the dog out or if the dog got out on its own, it makes no difference. They would still get a fine

    Does whose fault it was that the dog got out affect the payment owed by the OP?

    No but it makes a difference as what's the point in complaint about a cost , and calling it unreasonable if avoidance of it was in your reach in the first place.
