I am writing to you regarding parking charge notice xxxxxxxxxxx issued to vehicle xxxx xxx on xx/xx/2013.
I would like to draw your attention to the fact that the signage supposedly bearing the contract to access to the "privately operated access roads" at Liverpool John Lennon Airport does not have any terms & conditions on it. It is also not readable from a moving vehicle, and so not compliant with the BPA Code of Practice.
Also, you have not provided any information about how to appeal this "parking charge notice" should I want to.
Your charge is punitive, unjustifiable and unenforceable, and not a true pre estimate of loss. I require you to either cancel the charge forthwith or provide me with a POPLA code so that I can refer the matter to POPLA.
If you reject this challenge the keeper requires within 35 days a POPLA verification code to appeal independently, per Version 3 of the BPA Code of Practice.
The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the POPLA code.
The challenge will be deemed accepted if there is no POPLA code on any rejection that you supply within the time-frame stipulated above.

Thanks for the reminder CM, they have no chance on that front.
I realise they actually have included at the back of the notice a section on "28 days to appeal, send email / letter to XXX" so will need to change that wording.

They have some info on how to appeal. Is the point of the DM article the fact that appeals should be either to them or the ombudsman?
No, it was a general shot across their bows. They have dragged their heels in the past in issuing POPLA codes, getting motorists to almost have to prostrate themselves to get hold of one.
It was meant to say 'Look at what can happen if you mess about with a Code of Practice' (the BPA's) to which they have signed up and which places a legal obligation on them to follow.
In other words 'Don't f*ck with me, or you might bite off more than you can chew'. They don't mind chucking threats at you, so why not let them have a taste of their own medicine?
