No, the letter was from the Co-op Customer Service Dept telling me that, although they had appealed to CEL on my behalf as a matter of goodwill, they were unsuccessful. When I phoned them they just kept repeating that I had to take my issues up with CEL and there was nothing they could do. Quite terse really. So much for the customer "service"
In the 'successful complaints about PPCs' sticky thread I started, near the top of this forum, it has the CEO's email addy I think, for the Co-op, and links to threads where the Co-op HAVE cancelled these tickets. Including their account of how they complained and won.
If you are a Co-op card holder you are a shareholder/stakeholder of the company I think, so mention this in your complaint to the CEO (unless you already did email him?).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you very much Stroma and Coupon-Mad for all your continued help and support. I have now sent off my soft appeal to CEL and expect the POPLA code within the next few weeks. I have also written to the CEO of the Co-op outlining my issues and their obligations together with the legalities of their actions. Thank you especially Coupon-Mad for the direction to the info in the " successful complaints about PPC'S" That was invaluable guidance. I too couldn't find the email address for Euan Sutherland as it kept taking me back to the start of the sticky thread but not to worry. I'll send it " snail mail" by recorded delivery as advised. I'll keep you up to date with any outcome.0

Today I received a reply to my letter to the CEO of the Co-op. Firstly, they have informed me that CEL are no longer managing their site. More disappointing is the fact that they say they have tried to appeal on my behalf to get this cancelled and have been unsuccessful. The reason being that a ticket wasn't purchased within 10 mins and therefore their parking terms weren't adhered to. Unbelievable really when I pointed out the reasons for the failure of the first ticket, no assistance available, the purchase of a second ticket and the " no reasonable adjustment" to their 10 min ruling ( elderly, disabled, pregnant, etc) in no uncertain terms.
They have however included vouchers to the value of £45 to cover the cost of the charge. A nice token gesture I suppose but it doesn't cover the charge as it's now risen to £90 owing to the time delay.
It seems pointless to pursue this further with the Co-op and will await the POPLA code that will surely follow. I hope that it's OK to come back then for some help and advice with filling in the appeal.0 -

Nice, who emailed that offer, could help others to know who to complain to...
...and you will win at POPLA if you follow our advice anyway so you are £45 up on the deal!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I originally wrote to Euan Sutherland ( CEO of the Co-op) and the reply came from the Customer Relations Dept on his behalf. I obtained his address after making my original complaint to the manager of the store involved and I sent the letter by recorded delivery and marked it strictly private and confidential in an effort to make sure that he actually read it. I hope this helps those of you in a similar situation.0

Someone reported that Smart are taking over from CEL at their local Co-op. I wonder if this is just a local decision, or a corporate one? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
