You prepare your POPLA draft when you get the rejection to your initial appeal. You post your draft in this thread (no need to start a new one as we will need to link things up with your incident - we deal with so many every day, that it can be difficult to remember individual cases after a few days have gone by). No need to worry about exposing it here, there's no disadvantage to you in doing so. However, you can do some advance prep for this by reading here

By all means try the Store Manager but TBH you don't come across right now as very assertive about this scam so what I don't want you to do is meekly ask if he/she can 'help'. Hence why you would be best to wait a few days, spend the weekend reading the forum until steam is coming out of your ears and you realise you've nearly been conned by a notorious parking firm whose modus operandi is incompatible with the Co-op's ethos. When you have learnt about this scam, that's the moment to march back into the Co-op and if fobbed off by the Store Manager tell him you will need his name because your next port of call will be an official complaint to the overall CEO of the Co-op, and you have the email address already...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

thanks OP for this thread, we have just recieved one of these this morning too and google brought me here, i know i'll always get the best advice here
we visited whitby and have the ticket here from the co-op car park to prove we paid the parking charges. so i will follow the advice in this thread and follow your story too

They rarely proceed to an actual hearing (they have issued a few court papers this year, not on a par with Parking Eye though) but tend to drop out before court.
That link is to show you that their charges are unenforceable - but in both your cases you can get yours cancelled with plan A or plan B as I posted in bold in my earlier posts above. In your cases there will be no court at all so don't get spooked by that link, which was regarding a person who had followed the 2012 advice which was always to ignore these things. Now in 2013, if you follow an appeal though with a forum-aided POPLA appeal you will WIN. If you complain properly you will WIN.

Thank you all for your great advice. I have spent the past few days on this site and also trying to get some help from the Co-op regarding this parking charge. The helpdesk at the Co-op told me today that they have contacted CEL asking for this parking charge to be cancelled. ( It appears that they are sending these requests daily in bulk to CEL. Such is the scale of people that have fallen foul of their parking conditions) The Co-op told me that CEL will write to me to confirm once they have cancelled the charge.
My question is, can I now confidently ignore the parking charge or should I still send off my appeal? What would happen if I hear nothing from CEL?( Original parking charge notice received 03/10/13.)0 -
Well done on getting this canceled, don't send anything to cel right now, you have time to write to them, so don't worry about it.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
