    Just to round this off, I have had a response from the fire safety officer:

    "This complaint has been completed and closed.
    The door you referred to was indeed a fire exit and a safety notice was delivered.
    Please don’t hesitate to contact me again should you continue to notice the parking in the area."

    He also attached a picture showing a clear exit.

    Thanks to everyone for their advice.

    I'm not 100% certain you understand what the word "derogatory" means :)

    I don't believe saying the issue has nothing to do with someone makes it a derogatory comment.
