If you are looking for good value property in that neck of the woods (though I understand that value's not your primary aim) then Chessington is worth a look.
Note that the "best" secondary schools in the area are single-sex. If that's not what you want then have a good think about where your children would go.
New Malden is far worse for train services than Surbiton with fewer and slower trains. Personally, I think that Chessington is the worst of all worlds in many ways.
For post 11 education of academically inclined children, worth bearing in mind which areas, like Kingston, still have grammar schools.0 -

The top end of Isleworth, close to St Margaret's is nice. There is a new development happening in Brentford too, I think with Barratt? TBH I think you would be better off looking around Dulwich/Forest Hill/Sydenham though...0

Our requirements were very similar to yours although we don't have children, so I don't have any school information.
Surprised to see Kingston and Surbiton mentioned so many times, as there is very little available under 400k there now. I'd look into the Epsom line, so from Epsom itself through to Motspur Park although this might be creeping out of budget. Worcester Park (as already suggested) should still get you a nice 3 bed semi with a decent garden.
I'd also reconsider living further out. Places like Woking (although not my favourite) are actually quicker to get into London than Walton, as it has a lot of non-stop trains from there.0 -
Don't discount Croydon you will get more for your money and the transport links are great. There are some really good schools. Addiscombe is really nice and bit further over Beckenham is another nice area with good transport.0

They do, but bear in mind entry is not restricted to Kingston residents - pupils come from all over London to go there and competition is fierce. Approx 1700 sitting the exam for 140 places.0 -

I'd counted this out as too 'Surrey' in its transport time. It's not much different to where the OP lives now.
As you can see, it's pretty tight on the budget as soon as you start to try to do that.0 -

That's where we are and it meets all your requirements. It's on the line to Waterloo, it's zone 4. High street is good, low crime and nice people.
It has plenty of green spaces, some lovely parks.
For 400k you will get what you want.0 -
