I am writing to you to request your help with an appeal for two parking charge notices which have been issued to me by Excel Parking Services Limited.
Parking Charge Notice xxxxxxxxxx Issue date xxxxxx and Parking Charge Notice xxxxxxx Issue date xxxxx
These charges relate to an alleged contravention which took place on 11/09/13.
On the day I purchased a ticket from the pay machines but unfortunately the registration number was entered slightly incorrectly (first digit missed, last digit entered twice).
The charge relates to a time when I moved the car from one end of the car park to other so that we could use one of the restaurants on site to have lunch.
I have attached the two parking charge notices and a copy of the ticket which was purchased and as you can see the ticket was still valid for the time the charges have been issued.
You will also notice that Excel Parking have issued two separate charges for the same incident (same date and times on the two charges). Whilst I’m sure this is an error, it has added to the anxiety that this has caused me.
I would be grateful if you would review this case and under the circumstances request that Excel parking cancel both of these charges.
I regularly shop at the Peel Centre in preference to going into central Stockport but am considering changing my opinion on this under the circumstances.

Can I just say that I have come across this 'duplicate PCN' issue (offline).
I dealt with both PCNs separately, in separate letters. Why? because I do not trust the numpties not to file the letter under the first PCN number and proceed to court on the second one. Yes it would be possible to unravel it, but why take invite the hassle. You have two PCN numbers, so if the appeal is declined, you need a POPLA code for each one. It does allow you to have some fun with the second POPLA appeal, though, if it gets that far!
So I would split the letters, and add an extra sentence along the lines of:
"I also wish to bring to your attention the fact that the PCN referred to above is in fact a duplicate of PCN number xxxxx, which relates to exactly the same parking event which is the subject of this appeal."
Attach a copy of the parking ticket to each appeal letter. I tend to e-mail the appeal to their webmail appeals email address, and also post it from a post office, obtaining a (free) certificate of posting - just in case the letter / e-mail 'gets lost' in the post/cyberspace. But then I am old and cynicalI'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.0 -

I have just emailed two separate appeals for each pcn, referencing that the second is a duplicate. Just need to find an address for management of the retail park then can sit back and wait!

1) The PARKING NOTICE SERIAL NUMBER This can be found in the top right hand corner of the Notice and will be prefixed, SERIAL No. XL/____________.
2) A FULL POSTAL ADDRESS that we can correspond with, as all decisions are conveyed in a letter to the motorist.
3) The FULL NAME of the motorist.
If you are unable to locate the PARKING NOTICE SERIAL NUMBER we will require the full vehicle registration number of the vehicle to which the NOTICE was served.
Please be advised that Excel Parking Services Ltd cannot accept any responsibility for any increase in the NOTICE CHARGE should YOU fail to provide us with the requested information within 7 (SEVEN) days from the date of this email.
Upon receipt of the required information we will place the NOTICE on hold while the circumstances surrounding the issue of the NOTICE are investigated and the Management team review the contents of your email. Once a decision has been reached, a letter will be issued to the motorist at the identified postal address conveying the outcome of the appeal/challenge. We will advise you in writing of any further course of action you should take, as deemed necessary to support your appeal/challenge.

No, clearly this is a STANDARD AUTOMATED acknowledgement. They do NOT have to be told who was driving so DO NOT tell them even if you get a letter pretending you have to tell them.
Honestly you just need to search the forum for the keyword Peel as there are DOZENS of threads about this car park and how to beat Excel, and what letters to expect, how to win at POPLA re the Peel Centre, ALL OF IT ALREADY COVERED. I know you got 2 fake PCNs but apart from that your case is identical to others, right down to the typo with the car reg.
Just use the 'search this forum' heading above the threads on page one of this forum board (on the right next to forum tools).
Change the default search to 'show posts'.
Read the other Peel threads you then find.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
