Duplicate PCN for same alleged offense

I have done much research on how to do deal with my PCN but have a query which I haven't yet seen addressed on here.
On Thursday I received an PCN from Excel parking for an alleged parking offense at the Peel Centre in Stockport.
Today I have received another PCN from Excel for the same offence (same date and times) but it has been issued 2 days later and has a different PCN number.
I was going to email Excel to appeal but do I appeal these as separate pcn's or lump them together and include both numbers?

    You haven't got a parking offence, what you have is an invoice for an alleged breach of contract. Can you answer a few questions?

    1) did you receive the notice to keeper within 14 days?
    2) are you the registered keeper?
    3) do you or the vehicle live in Scotland or NI?
    4) are you over 18?

  • 1- not sure if it is a notice to keeper (it's headed as 'parking charge notice).
    Contravention date was 11/09/13- first charge issued on 17/09/13 and was received on 19/09/13. Second charge was issued 19/09/13 and was received 21/09/13

    2-I am the registered keeper and was the driver

    3-No, we are in England

    4- Yes

    I had bought a ticket, unfortunately the reg had been altered slightly incorrectly (first digit missed, last digit entered twice).
    However, the times on the charge are actually for a time when I moved the car from one end of the car park to the other by leaving and then re-entering. The ticket was still valid.

    So there is no loss then, send a challenge to them with a photocopy of your ticket (keep original) tell them that you have a ticket covering the period, you made a slight mistake with entering the reg number because their machine was confusing, and as there is no loss can you cancel the ticket.

    If they refuse then they must give a code to appeal to popla , where you can get help from here to get this cancelled, we are winning 100% of appeals to them right now

  • Thank you for your advice- this is what I was planning to do after reading up on it on here.

    My query was how to deal with two separate pcn's issued for the same 'offense'?
    They have the same date/ time of contravention but are issued on different dates and have different pcn numbers.
    Do I appeal them both together quoting both numbers or separate?
    Don't want to have to be chasing two different paper chains but don't want them to deal with my appeal, not realise I have two 'fines' and then get chased up for one of them.

    I would send a copy of both letters in the same envelope and draw their attention to their error. If not, there is a danger that either they or even POPLA might not tie the two together and you could face 2 POPLA adjudications, some time apart.

    In also believe that the CoP specifically mentions 1 notice per contravention. Sorry, I don't have time to check just now, but may do when I return later today.

    It is obviously ad admin slip that could be used to cast doubt on the photo equipment.

    Do that, but also for the sake of a stamp send a hard copy to them, just get a free proof of postage from the post office for this

  • I will also send a hard copy in the post with copies of both pcn's and a copy of the ticket.
    I also plan to contact the management of the retail park.

    I am writing to appeal against the parking charge notices stated above. Please note that these two parking charge notices have been issued for the same alleged contravention.

    On the day in question, a parking ticket was bought and was valid for the time of the alleged contravention. See copy of the purchased ticket attached.
    Unfortunately the registration number of the car was incorrectly inputted into the payment machine (first digit missed, last digit entered twice).
    The time of contravention stated on the notice was actually a time when the car was moved from one end of the car park to the other, the car left and re-entered the car park to do this. The ticket purchased was still valid for this time.

    If this appeal is not successful please forward me a POPLA code so that I can take the appeal further.
