'Ends on' and 'Reach us by'

OK this may sound daft but is there any difference regarding the terms 'Reach us by' and 'Ends on' regarding competitions?
For example if the website says that the competition ends on the 25th September then obviously that is the last date to get entries in, but. If the site says Reach us by 25th September then does that mean to reach them before the 25th September as they will draw the winner on that day?
Like I say probably a daft question but sometimes the daft questions are the best :rotfl:

On the comps with Reach us by 25th September I would post it as E: 24/09.
That's if I spot the "reach by" of course :-)
I'm not perfect at spotting all the text :-(
On the comps with ends on the 25th September I would post it as E: 25/09,unless an early time was stated.If so I would drop a day off the end date.Eg: https://forums.moneysavingexpert.com/discussion/4767362

I post both as ending on the 25th, because if I post 24th for the reach us by 25th & the comp was still open then people have missed out.
So I err on the side of caution

I do the same as weeowens and if a comp ends early in the day I put the end date as the day before, otherwise end date compers could miss out.Luck is believing you’re lucky – Tennessee Williams

that's how I see it, putting 25th on a comp that may end on 24th means people comping by end date on the 25th will all miss out
