Often it's not text books that are heavy is that some lessons require files and some classes more than one note book. Plus the gym kit etc.
If the locker is suitable she should be able to leave part of her books/kit in form and exchange them lunchtime. Text books she could share if she needs during lessons.
I don't wish to be out of line but think carefully about her using a trolley case. Will she be the only one, will others mock or will it draw attention to her disability. She's Y7 and a lot of children starting out in secondary school can be harsh to those they perceive as weaker as they try to push themselves up the popularity contest. It's not nice but it happens and you don't want your DD upset.

You hit the nail on the head Poppy9, the bag will be used to transport the really heavy stuff to & from home only. She will visit her locker between breaks to get the one or two books she needs to keep weight down. Until the SEN/IEP get their act together she still needs to get books to school. I have already requested 2 sets of books as well as notes be given out in class to minimise stress on her joints/tissues.
I have gone for this model of bag for her as its small http://www.ebay.co.uk/itm/Urban-School-Outing-Holiday-Travel-Roller-Rucksack-Schoolbag-On-Board-Bag-Wheels-/300895473717
so once the weight issues of books etc & her realise what books she actually needs she can revert to using the rucksack side of things. I know what your saying about being a new Y7, but at the same time i need to look at the implications of missing school if she injures herself. I just wish i had some of this help in school, it would have helped me immensely realise my academic potential!.
Thanks to all of you for all your thoughts & input
