Talk to the SENco and tell them what you need for your child to comfortably be able to attend classes and manage throughout the day.
The school should make adequate adjustments/measures for such situations. Most schools have at least one/two pupils on 'reception duty' who may be able to take your child's bag to different classes. The school maybe able to supply a place for you child to put their bag.
Hopefully advising the school of exactly what you need put in place for you child to be get through the day comfortable and with ease should trigger some action?

I had a rucksack on wheels for travelling it was the same size as a normal rucksack so it should fit in her locker easy enough.0

The simplest solution is not a bag at all. The school should be able to supply extra books so one is kept in the classroom and a second one is kept at home. I've worked in SEN and we did this.. . .I did not speak out

I don't really understand why the wheely bag needs to fit in the locker. Surely it is the bag that she will be using to transport books etc between lessons?0

She needs to transport her books around between lessons & to and fro from home. There is no where to store in the school as its massive!
But won't she be using the bag to do this transportation....not leaving it in her locker? If she leaves the bag in her locker how is she carrying books between lessons?0 -
I'm surprised she has lots of heavy books - in my DDs secondary school, they use very few textbooks and I had the impression that was how it was in schools nowadays? Has she actually come home with these books, or are you just assuming that it will be a problem? If the issue is exercise books, maybe you could find a compromise where she uses a ringbinder, or much thinner exercise books, or something similar?
About rucksacks - I just bought my younger daughter a rucksack from Sports Direct which is a proper padded sports-type one with straps across the front for support.0 -
