    As I said - stupid barrack room lawyer arguments.

    An Act of Parliament authorizes companies to charge for water services. So of course there is a need to pay.

    Like any unpaid bills there can be a lengthy legal process to recover those monies - more so because water companies cannot cut off supplies.

    What 'compulsion' is there to pay any debt - gas/electricity/ phone etc it goes through the same process.

    The present stupid system of financing Water Companies means they have no great incentive to recover even valid bills as losses are made up by additional charges to those who do pay.

    The purpose of MSE is money saving. Not for you to encourage readers not to pay valid and legal bills simply because you have an unresolved dispute with Severn Trent.

    You really should consider your position as your bad advice will get a lot of people into trouble.

    Exactly my point - there is none. No one is forced, pressured or obliged to pay for any of these services. You can choose not to have them if you want to, and therefore not pay for them. As water services are required by law to be supplied to domestic premises regardless of whether the consumer pays for them, the compulsion is on the water companies.

    Turning to the consumer of water services, let me contrast compulsive with non-compulsive: If I drive on the highway, I am compelled to display a tax disc, otherwise there is a penalty, ultimately curtailing my ability to drive on the highway. I am obliged (by legislation), pressured (by the criminal justice system) and in all reality forced to pay. There is no penalty under criminal law for non-payment of water charges, and therefore no law compels it - as I said. Civil law also doesn't necessarily compel payment - it can order payment, and even help obtain it - and depending on the individual they may feel they are not 'forced, pressured or obliged' to pay - and therefore under no compulsion.

    I only said that no law compels payment of water charges, which was accurate.

    And which bit of bad advice are you talking about? You have a history of putting words in people's mouths, so would you like to back that up?

    And how about getting the facts right? ST were dealt with by me on behalf of another. The DWP were ordered to pay back over £400 which they and ST conspired together to steal - it's just there - above you - look!

    Don't care - the fraudsters get exposed and the poor get warned - and that's all that counts. Oh, and the very poor get advised to seek the appropriate help and to stand up to the fraudsters - which I thought was what the OP wanted.

  • Had a reply back from United Utilities and DWP have rejected their request which is a relief. I am now in the process of applying for theUnited Utilities Trust Fund to see if they can help
