    Lets not be too melodramatic. Its a replacement light in a bathroom. Light is mounted on ceiling. Original light will not be in a dangerous place. There is no new wiring involved. If he did what he said he would do and copied the wiring of the ceiling rose exactly then there would be no problem although it would be much better to my mind if he replicated the rose wiring safely above the ceiling in an accessible location and just poked the flex through. Although it has to be said that if he didn't know that metal fittings need earthing if not double insulated then there is a worrying education shortfall. But that applies to all other rooms in the house as well.

    There are no Part P implications in this work although its a moot point whether it needs 17th Edn minor works paperwork

    What I find really worrying is that there are people posting on this thread who appear to have little idea that the line (neutral) conductor in a three wire system is equally as live as the live.
