Send it through the post if all else fails with proof of postage. Also this could be a pop up blocker or anti virus program not allowing access properly. Try a different pcWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Aha, UKCPS have done this at least once before!! That is ANOTHER invalid POPLA code! This should be 10 numbers.
I would post your appeal to POPLA anyway but add to the form that you believe UKCPS have deliberately given you an invalid code with a P on the end, so you couldn't go online and you have had no option but to post it.
You must complain by email to the BPA and DVLA about this, using the email addies shown in the 'Successful complaints about PPCs' sticky thread. This deserves a ban surely.
Found some threads going back as far as JULY where UKCPS have done this, send these links to the BPA and DVLA and ask what they are doing to stop this apparent fraud, seeing as you have just been subjected to the same issue:
