Missed the UKCPS 7 day appeal window - problem?

I've just returned from my hols to find a Notice to Keeper from UKCPS.
It is dated 15 August for supposedly having parked in Bristol Business Park on 05 August.
It states that no ticket was affixed to the car but that photographs were taken.
It also states that appeals should be lodged within 7 days of receipt, which I have clearly missed. Does missing the 7 day window have any impact on the chances of success with a POPLA appeal?

22.7 We consider it a reasonable timescale to allow 28 days from the issue of the parking charge notice (in whatever format you send it) to allow the driver, keeper or hirer to challenge the enforcement action.
Also they don't even follow their own BPA t&c
19.7 If prompt payment is made (defined as 14 days from the issue of the parking charge notice) you must offer a reduced payment to reflect your reduced costs in collecting the charge. This reduction in cost should be by at least 40% of the full charge.0 -

It's the time of year that people go on holiday. Send in a soft appeal stating that you were on holiday and only just received the invoice. Appeal on inadequate signage, requiring the charge to be either cancelled or a POPLA code for independent review. Never identify yourself as the driver and speak of them as a third-person.Search my post " PoPLA evidence - What to submit" on what is a good defense for a PoPLA appeal.0 -

Or even quicker, get the thing cancelled by complaining as a miffed driver about this harassment, to whoever runs Bristol Business Park. Most of these speculative private invoices (which are not 'parking tickets' at all!) can be quashed in almost every case when the registered keeper COMPLAINS. See the link given by me as SchoolRunMum on that pepipoo thread, showing all the ever-increasing links of successful complaints which have overturned a fake PCN like yours, easily.PRIVATE 'PCN'? Yep, I'm visiting our supplier tomorrow in the same place and will be asking why customers are being ticketed.

I got the standard "factual" letter, so now to write back and demand the POPLA code.
Just thinking ahead a little as I build up my appeal, they also sent the photos, which are not date and time stamped nor do they give any context of location. Given that the car was supposedly parked somewhere on a 38 acre site, is that helpful to me?

If they rejected your challenge they should give you a 10 figure code to go to popla, check the letter to see if its there.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Next step - thank them profusely for considering your appeal as an individual and not generic appeal, drawing attention to the obvious care that they have given to it, and, if it wouldn't be too much trouble, as they are obviously busy people, could you please have a POPULAR ( sic )code so you could get a second opinion, although you wouldn't wish to offend them or suggest in any way that they didn't take a professional and impartial view of your appeal.
The sole reason for wanting a 2nd opinion is that £100 is a f*****g lot of money that you can't afford, but if they would consider £2.75, you would be quite willing to pay that.
I am 100% confident they will cancel your charge as a result.

How useless were the owners/managing agents of Bristol Business Park then?! Let's hear what utter rubbish fob-off you were given when you complained to the top Manager about this farce.

So, latest instalment.
No POPLA code supplied (despite having been requested), no letter to advise on the outcome of my appeal and now I have a "final offer" for "IMMEDIATE PAYMENT" of £125 to avoid going to court which might cost me £325 :rotfl:
So far, I see 4 breaches of the BPA Code of Practice in that one letter.
I have drafted a letter detailing the four failures, advising that I will be complaining to the BPA and DVLA about their persistent failure to follow the code of practice and given them 7 days to provide the POPLA code or confirmed that it is cancelled. I have also advised that, if no response is received then I consider the matter to be closed with further contact being considered harassment.What goes around - comes around0
