Parking fine UKPC - crystal peaks

Hi guys,
Yesterday I received a letter from a company called UKPC saying that I owed them £60 for staying 41 minutes over the 4 hour parking limit at Crystal Peaks car park in Sheffield.
I was in the shopping mall during that entire duration spending money at their stores, providing them with business. I do not want to pay £60 (going up to £100 aft 14 days).
In their letter they state that I entered an unsigned agreement when I parked in their car park, does that mean if I respond to their letter stating that if they send me anymore communications on the matter they will owe me £500, it will be valid? After all by sending any more communication they will be agreeing to pay it to me....
I've been reading various threads in this forum and it seems the general opinion is to simply ignore these letters, I would like some confirmation whether in my particular situation I would be ok doing that.

This company like all other parking companies cannot fine you! So did you get this postal invoice within 14 days of parking? Have you complained to the retailers and the owners of the retail park yet ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I received the letter on the 23rd of August (it is dated the 20th) I was in crystal peaks on the 10th so it is within 14 days, does this change anything?

Yes tell them that you are a customer so show receipts if you have them, there is no loss to them or the parking company. If you are considered disabled under the Equality Act 2010 put that in your complaint. Make it abundently clear its a complaint and not an appeal.Tell this time limit is not adequate to visit multiple shops, and you will be paying unlawful penalties to scamming third party companies.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. Read these threads as a head's up on how to win when complaining to the Shopping Mall management (although you may have to Google the place and find out an email address of the managing agents who run it):

Take your receipts with you and dress smartly as if you mean business, do not be meek and apologetic if asking to see a Store Manager, make it clear you are in fact very annoyed about the harassment and want it cancelled.
And as for 'wanted to get advice on my specific situation', all the current threads on the first few pages are exactly like your current situation (except those ones talking about Letters before Action or Court (those are people who did not appeal).
You won't be paying, and won't be getting any pre-court letter because you will be appealing and winning - so read threads about that and POPLA. The fact the Notice arrived in time just means you can't use that point in your appeal (but there are loads of other points as shown in current threads from the last day or two, week or two...every day!).
