Why? thousands of others do, you seem to be under the impression that NCP or any other private company can fine you, let me correct that for you, their loss is for the time you haven't paid for, and maybe a few quid for admin costs. It's a scam; you wouldn't feel bad about ignoring other junk mail from PPI reclaim rubbish call centre oiks, or ambulance chasers or phishing emailers!
You should have ignored them from the outset because this is Scotland; this applies as the current advice in Scotland and NI:

So that's what you do now unless you want to send one more reply saying if they do not cancel this Notice you will be complaining about NCP to the DVLA and the BPA because their letters have lied about POPLA being an option and you have since found out they have misled you because that's not true at all in Scotland. Tell them that their continued pursuit of an unjustified charge is a waste of their time and yours and will be considered harassment.
THEN JUST IGNORE ALL THE LETTERS JUST LIKE WE HAVE DONE FOR YEARS!!! I HAVE HAD THREE FAKE PCNS MYSELF, OTHERS HERE COLLECT DOZENS. IN ENGLAND/WALES WE NOW HAVE POPLA TO APPEAL AND QUASH THEM BUT YOU DON'T SO STOP PANICKING ABOUT JUNK MAIL FROM DEBT COLLECTORS LIKE YOU SEE DETAILED HERE:

Just file all the letters after this in a drawer marked 'scam'. Only ever take seriously real court claim letters (unheard of in Scotland). A PPC like NCP would not have the first clue and lost the only case we know they tried in England (which was in connection with a clamp/tow situation that cannot happen in your case). In Scotland they would be clueless about your court system!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I can assure you there have been successful PPC court actions in Glasgow private car parks (McDonalds, Finneston) held in Paisley Sheriff Court. The Driver lost, however it did not help his case to be a serial parker and had been hauled up over 10 specimen periods).
That said, you only have one incident and it would not be worth their effort to pursue a one-off as the possibility of success would not be cost effective. NCP are also known for having payment machines in Edinburgh that rejected certain Scottish notes and suffered considerable ridicule.
However, you need to be careful. As you now know, the nearest parking machine is not often the most appropriate, and if you paid at an NCP machine and parked in a Glasgow City Parking bay you would get a fully enforceable ticket which if not paid would result in Sheriff Officers knocking seeking payment.0 -
