So who is going to ask them what offence they think the registered keeper would be convicted of and any bets on what their answer might be?
Nice touch that they accept payment via Paypal but I don't see any company registration details on their website.0 -

To claim a spurious 'invoice' from a random unregulated firm of ex-clampers carries (effectively) some statutory authority ('Excess Charge' is a Council term) and a 'fine of £500 if not paid' and to threaten 'prosecution' is illegal. Pure and simple.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
