First Point Solutions Ltd have issued a Notice to Pay Excess Charge for a friend who allegedly over stayed at a car park in Somerset. (alleged 25 minute overstay)

Given your forum name, does friend live in Scotlans? If so, jyst read up on the fact that POFA doesn't apply in SCotland and the keeper, if Scottish, is not obliged to give up driver's name and without a driver, no court action in Scotland.0

They live in Scotland and the vehicle is registered in Scotland. They were on holiday in England.0

Well, they will contact you and you will get letters from them. You can ignore them, but if you get a summons or court papers from Northampton Court, then you need to contact them, telling them that the keeper is resident in Scotland, has not supplied the PPC with the name of the driver as the keeper is not subject to POFA which only applies in England.
Other advice I have seen and have suggested myself is that when the notice to keeper arrives, a short letter back saying that as you live in Scotland, POFA does not apply to you and, as keeper, you decline to advise them who the driver was.0 -

Is it easier just to pay the reduced amount or are they likely to disappear when they realise there are no avenues open to pursue?0 -

Yes it's easier. That's what they want you to believe and they will put some pressure on by keeping on at you for a bit. But, it would have been easier for Robert Bruce to go for tea at his auntie's rather than go out with his mates for a day out in Bannockburn.

I have never heard of them and nor have the BPA unless they are newbies. To check, send a quick email to the DVLA and ask if that company can get your data, ask 'are they AOS members as I can't see them on the BPA list'?:

Yep give the DVLA all the details and ask 'please confirm if this lot are AOS members, can they get my data or not?' or words to that effect, a really simple question with links to the website and a scan of the 'ticket' if you can attach that too.
Also, if the ticket (or signs on site) suggests/lies that they 'can/will' apply to the DVLA for data, point the sentence out to the DVLA and ask them to report the firm to Trading Standards because clearly it is not true (only AOS members can get data).
By the way, the website makes it obvious to me that these are ex-clampers (typical SIA-licensed, megalomaniac, thick-necked and thick-as-shtt 'door security' knuckle-draggers) and NOT AOS members for sure. The tickets only give a 10% discount for online payments (who on earth ever would give this lot their card details!!) and there's NOTHING about appealing one of their 'Excess Charges'. I do hope your friend hasn't contacted this bunch, because they can't contact him!!
